Philippines may be moving up, but 74% of Filipinos still worry about rising costs, FWD study finds

The Philippines’ economy continued to expand in the second quarter of 2026, growing by 2.3% despite tepid household and government spending according to the Philippines Statistics Authority. While slower than the 5.4% growth recorded in the same period last year and the 2.8% growth posted in the first quarter, the economy remained on a growth path amid a challenging environment.

The expansion comes on the heels of another milestone for the country. In July, the Philippines was reclassified by the World Bank as an upper-middle-income economy, an upgrade four decades in the making that is expected to create new opportunities for growth and development.

Together, these developments point to a nation moving forward, but the real test is whether Filipinos themselves feel ready to move up with it.

According to the 2026 Filipino Financial Confidence Report (FFCR), commissioned by FWD Life Insurance Philippines and conducted by Ipsos, 74% of middle-income Filipinos cite rising everyday expenses as their biggest financial concern.

Even as the country achieves new economic milestones, higher prices continue to weigh on many households. Inflation averaged 4.8% in the first half of 2026, above the government’s target range, helping explain why rising everyday expenses remain the top financial concern for Filipinos.

For many families, this may mean making difficult trade-offs between managing today’s expenses and preparing for tomorrow, whether that’s postponing major purchases, setting aside less for emergency savings, or delaying plans for their children’s education.

“The Philippines’ transition to upper-middle-income status is a significant achievement, but it also raises the bar for how we define progress,” said FWD President and Chief Executive Officer Soon Liang Lau. “Economic growth creates opportunities, but real progress is measured by whether people feel equipped to take advantage of them. Financial confidence means having the ability to navigate rising costs, prepare for life’s uncertainties, and still move forward toward important goals. As the country advances, helping more Filipinos build that confidence will be just as important as growing the economy itself.”

The pressure of rising costs also appears to be affecting how far ahead many Filipinos can plan.

The study found that only 56% of respondents consider securing their family’s long-term financial future a priority today, while just 52% are actively building an emergency fund. Fewer than half are working toward financial independence (45%) or saving for their children’s education (45%), highlighting the challenge of balancing immediate financial pressures with longer-term goals.

The findings suggest that financial confidence goes beyond income or economic growth alone. It is also shaped by a person’s ability to prepare for future responsibilities, manage unexpected setbacks, and make financial decisions with greater certainty and peace of mind.

“Financial confidence is not about being wealthy,” Lau added. “It’s about feeling prepared. It comes from knowing you can manage today’s responsibilities while continuing to make meaningful progress toward your future goals.”

As the Philippines enters a new phase of economic development, financial confidence becomes an increasingly important measure of whether growth is translating into real-world security and opportunity. Beyond economic performance alone, it offers a deeper view of how prepared Filipinos feel to participate in and benefit from the country’s continued development.

Ultimately, the findings suggest that while economic milestones matter, they are only part of the story. The true measure of progress is not only how the economy performs, but whether more Filipinos feel financially confident to take on tomorrow.
